Provo School Board Approves transgender non discrimination policy
On December 8, 2020, the Provo City School Board met to discuss among other things the addition of gender expression to the District’s non-discrimination policy. The Board heard from two people, and later during the business portion of the meeting, voted unanimously to approve Gender-inclusive Schools Policy 3300.
In the video below we hear from the two people who signed up to speak about the policy. In addition, three others spoke regarding the in-person reopening of the District’s schools during the pandemic.
For brevity’s sake, I shortened the video below to include the comments relating to Policy no. 3300 and the vote by the board. (my kitty playing during the vote – working from home.)

The next and formidable task will be to put Policy 3300 into written procedures that each school can follow and enforce.

Clint Smith, department of Student Services data Privacy Coordinator and eSchool Principal returned my call today. Mr. Smith explained policy 3300 sets a guideline for the forthcoming procedures which is “a work in progress”. He said that Student Services is working diligently in conjunction with other departments to write the procedure, but it will take some time to complete.
The procedures adopted by the Provo City School District must address employees and students so it is not a simple matter.
Writing such a procedure is truly a daunting task.
Fortunately, the Salt Lake City Schools have already done this. And as an added benefit they just updated their administrative procedures to reflect the June 2020 Supreme Court Ruling that the Civil Rights Act of 1964 Protects Trans and Gay Workers.
Salt lake city Board passed their gender policy in 2010 making it the first and only School District in Utah to do so. This a two-fold process. The passing of a Board policy and the Administrative Procedures detailing how the district will accommodate both employees and transgender students.
In addition to the Supreme Court workplace ruling, transgender students have unfailing won in numerous lower court cases. The Supreme Court let stand by choosing not to take up when appealed further Affirming Transgender students right to Public Accommodations.
It is our fervent hope that the Provo city school district will follow through and put in place gender-inclusive procedures to protect all of their employees and students.
